Brief Specification Description: This project involves the relocation of optical cables and equipment cabinets for the relocation and reconstruction project of the Hudong Xincun Police Station of the Pudong Branch the Shanghai Municipal Public Security Bureau. The main scope of work includes, but is not limited to, the laying of communication optical cables and communication conduits, the removal of existing conduits and cables, the installation of distribution frames, the deployment of pigtails, and the relocation of existing cabinet equipment, ensuring that the project passes acceptance inspection. (For specific quantities requirements, please refer to the bill of quantities and drawings.)

合同履约期限：本项目施工工期为 120日历天（具体开工日期以采购人通知为准）。

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：本项目专门面向小微企业采购。

(b)Qualification requirements to be met to implement government procurement policies: This project is exclusively for procurement by small and micro enterprises.

(c)本项目的特定资格要求： 3.1根据《上海市政府采购供应商信息登记管理办法》已登记入库的供应商。

3.2未被列入《信用中国网站》（）失信被执行人名单、重大税收违法案件当事人名单和“中国政府采购网”（）政府采购严重违法失信行为记录名单。

3.3为该采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该项目的其他采购活动。

3.4单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动。

3.5符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。

3.6供应商具有中华人民共和国住房和城乡建设部颁发的通信工程施工总承包三级或以上资质；

3.7供应商具有有效期内的安全生产许可证；

3.8拟派项目负责人具有通信与广电工程专业一级注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人；

3.9本项目不允许联合体投标。

(c)Specific qualification requirements for this program: 3.1 Suppliers registered in accordance with the "Shanghai Municipal Government Procurement Supplier Information Registration Management Measures". 3.2 Not listed on "Credit China Website" () as a dishonest judgment debtor or a party to a major tax violation case, and not listed on theChina Government Procurement Website" () as a record of serious illegal and dishonest acts in government procurement. 3.3 Suppliers providing overall design specification preparation, or project management, supervision, testing, and other services for this procurement project shall not participate in other procurement activities of the same project. 3.4 Different suppliers heads are the same person or who have a direct holding or management relationship shall not participate in government procurement activities under the same contract. 3.5 Suppliers that meet the provisions of 17 of the "Guiding Opinions on Aligning with International High-Standard Economic and Trade Ru
