Brief Specification Description: This project is a construction project for water accumulation monitoring and early warning applications. It mainly focuses on key areas prone to water accumulation such as residential communities, underground garages, urban streets, and overpasses, to build an integrated intelligent water accumulation monitoring system. Additionally, meteorological monitoring stations will be constructed to achieve real-time collection, transmission, analysis, and warning of water accumulation data, thereby significantly enhancing the flood prevention and drainage, emergency response, and safety control capabilities within the area. The main contents of the project include: water accumulation monitoring system, construction of meteorological stations, etc. (The specific quantities and requirements are detailed in the engineering quantity list/ drawings.)

二、申请人的资格要求
2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求： （1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目专门面向中小企业采购，评审时，小微企业产品均不执行价格扣除优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved share measures to increase the share of small and medium-sized enterprises in government procurement and support the development of small and medium-sized enterprises: This project is specifically for procurement by small and medium-sized enterprises. 3、拟派项目负责人具有机电工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人；
4、业绩要求：无；
5、其他要求：无。
(c)Specific qualification requirements for this program: 1. Possessing the qualification for professional contracting of electronic and intelligent engineering at level II or above;
2. Having a safety production license (valid within the validity period);
3. The project leader to be dispatched should have the registered construction engineer qualification of mechanical and electrical engineering at level II or above, possess the valid safety production assessment qualification certificate, and not be serving as the project leader of any other ongoing construction projects;
4. Performance requirements: None;
5. Other requirements: None.
